Council Affiliation:  Portland Council (Region #2)

State Affiliation: Beverly Cleary PTA is affiliated with National PTA and Oregon PTA and as such is governed by the Unified Local Unit Bylaws and the Oregon PTA Bylaws.

Annual Dues:  Each member will pay dues of $20.00 to Beverly Cleary PTA to be distributed among the Portland Council, State and National PTA organizations as outlined in the Unified Local Unit Bylaws, with the balance being retained by Beverly Cleary PTA.

Fiscal Year:  July 1 to June 30.  There will be a minimum balance of $10,000 at all times.
 
Budget: Increases to Expense line items in the PTA Budget must be approved by a majority vote of members present at a General Membership Meeting.  
 
Reimbursements:  Any person requesting a reimbursement from the PTA for monies spent shall submit a receipt to the Treasurer within 60 days of the expenditure.  Reimbursement Requests shall be made using the PTA Reimbursement Form.  Approved Reimbursements shall be distributed within 30 days of receiving a Reimbursement Request Form.
 
Quorum:  Quorum for each general meeting shall be 9 voting members.
 
Meetings:  Regular General Membership meetings will be held throughout the year.   Meetings will be held approximately every other month with a meeting for September/October, November/December, January/February, March/April, and May/June.  Additional meetings will be called if needed; notification will be communicated by newsletter, email group mailings, and postings in the building.  Executive Board meetings of this association shall be held once a month or as needed.
 
Executive Board Officers:  The officers of this association shall be: President, Co-Vice Presidents, Secretary, Treasurer, Foundation Chair, Membership, Legislation, Volunteer Coordinators, plus Members-at-Large.  Elections of officers shall be in May and the officers shall assume their duties on July 1. One or more persons may hold positions.  Officers shall serve a term of one year and shall not be eligible to serve more than two (2) consecutive terms in the same office.  No PTA/PTSA member shall serve in more than one (1) elected position at a time in a local PTA/PTSA
 
Standing Committees:  The standing committees of this association shall be those deemed necessary to carry out the work of our unit.
 
Special Committees:  The President of this association may, with the approval of the Executive Board, appoint special committees as deemed appropriate.  Special committees go out of existence when the work is completed and the Board receives the final report.
 
Nominating Committee: There shall be a nominating committee composed of at least three (3) members, to be elected at a general meeting, at least one month prior to the election of officers. The committee shall elect its own chair.  The nominating committee shall submit the name of one (1) or more candidates for each office to be filled. Additional nominations may be made from the floor with the consent of the nominee.        
 
PTA Meetings:  Beverly Cleary PTA Meetings are open to all who are interested, with members in good standing allowed to vote.  PTA, as an affiliated constituent of Oregon PTA, pledges that membership in PTA shall be open, without discrimination, to anyone who believes in and supports the mission and purposes of National PTA.
 
These standing rules shall be read at the first general membership meeting of the school year and may be read by request at any meeting.  They may be amended or rescinded by a two-thirds vote at any general meeting.  If notice of the proposed action is given at a previous meeting, or in the call for the meeting, they may be amended or rescinded by a majority vote.
